Short answer: most of the Western Balkans sits outside EU roaming, so an EU plan that works fine in Greece or Italy can stop working the moment you cross into Albania, Montenegro or North Macedonia. A Balkans regional eSIM covers the whole road trip with nothing to change at each border.
Why the Balkans catch people out
Travellers assume Europe is one roaming zone. It is not. EU "roam like at home" rules apply to EU and EEA members. Albania, Kosovo, Montenegro, North Macedonia, Serbia and Bosnia and Herzegovina are not in the EU, and many European regional eSIM plans either exclude them or cover only some of them.
The result is a classic Balkan road-trip problem: Greece is covered, the ferry to Saranda is not.

Coverage across the region
Albanian and regional networks — One, Vodafone Albania and their counterparts across the border — cover towns and main roads well. The mountains are the gap.
- Tirana, Durrës, Shkodër, Pristina, Skopje, Podgorica — solid 4G, 5G in the larger cities.
- The Albanian Riviera — Saranda, Ksamil, Himarë, Dhërmi — good in the towns and on the beaches; weaker on the Llogara pass and the cliff roads between them.
- The Accursed Mountains, Theth and Valbona — genuinely patchy. The Theth–Valbona hike has long sections with no signal, and that is part of the appeal. Download the route offline and carry a paper backup.
- Lake Ohrid, Lake Skadar, Durmitor — coverage in the towns, thin on the trails and the far shores.
- Border crossings — the one place a multi-country plan proves itself. A single-country plan simply stops.

Setting it up
- Confirm eSIM support and that the phone is unlocked. Check your device
- Install at home on Wi-Fi with the line off.
- On arrival, turn the line on with data roaming for that line only.

Combining the Balkans with Greece or Italy
Common itineraries — Corfu to Saranda by ferry, Bari to Durrës overnight, a drive from Dubrovnik down to Kotor — cross in and out of the EU. Check what each plan covers:
- A Europe plan usually covers Greece, Italy and Croatia; it often does not cover Albania, Kosovo, Montenegro or North Macedonia.
- A Balkans plan covers the non-EU stretch.
- For a trip that is genuinely half and half, two plans on the same phone is fine — eSIMs coexist, and you switch which line carries data in settings.

Does EU roaming work in Albania?
